What Kind of Aid for a World in Want?

The current international ideology of redistribution of wealth from the "have" nations to the chaotic Third World is failing. What is needed is an understanding of the causes of failure: a demographic explosion and lack of sufficient intellectual capital to build nations on the basis of secular rational solutions. The only hope is intellectually to improve these populations.
